Sama Developments started the development in 2006 beneath the name Lagoons, but the economic downturn forced its termination in 2009.

Originally, Lagoons covered 70 million square feet and cost USD 18 billion. Emaar announced a new concept in 2013 that included two high-rise structures, the Dubai Twin Towers, & six residential towers referred to as Dubai Creek Residences, however, the twin towers were knocked down with a single skyscraper in 2016.
